What is the name of the blur effect that makes light look like fuzzy orbs?

It's the type of blur effect used in movies and other photos when the background is fuzzy as if it's submerged in water. When it's used on spots of light, the speck(s) of light turns into an orb of one color. I don't think it's Gausian blur.
