I need a good filter can someone help me choose one?

hey :) can you guys help me get a good filter for a 55 gallon fish tank? i need a filter that will not suck in my fish and that will be gentle with my live plants. please try and help me get the cheapest one. nothing over a 100 please. i have small fish like guppies neon tetras and cherry shrimp. (a guppy and a cherry shrimp have been sucked in already. the one i have is a double filter with a tube that goes in the water and has a 1 inch diameter.
