Can a petition help close down a bad business(Pet store)?

There is a pet store in the town over that is just horrible. Not only is it cramped, bad conditions, horrible stench, but the owner is extremely rude! It has been in business for over 10yrs and apparently in "acceptable" condition for the animal cruelty investigators. But I'm not sure how, since pets are in there week old feces, crammed together, unsafe, and ill. What can I do to get this place shut down? I have TONS of people willing to go in on it with me.
