Looking for a Sci Fi book should be late 90?

It's a book about a girl that was a royal and she was getting ready to take over her father's kingdom, and someone tried to have her killed and she ended up running away and trying to hide. Some bounty hunter or something found her. Oh and she had like this flowing orb cloak thing that changed with her movements.
