Is it good or bad to have a Low Orb value in your Natal chart?
I haven't ever seen anything like this. Not to say something like this doesn't have merit. I just don't have a clue. Usually an orb is the distance (minus or plus degrees) that an astrologer uses for aspects, which are the angles formed from one planet to another. Since most aspects are not perfect such as squares (which are two planets 90 degrees apart) or oppositions (which is when two planets are 180 degrees apart) we use orbs which are usually 7-8 degrees for the planets and often 10 degrees for the sun and moon. Orbs give you some leeway in determining aspects. Say your Venus is in Aries at 15 degrees. And you have Mars in Cancer at 22 degrees. Remembering that there are 30 degrees in each sign, you being to add (later you can tell without all these steps, you will just recognize the aspect and usually natal charts on the astrology web sites give you the aspects and the orb is given (such as -7 degrees or +4 degrees) which makes it so easy as you let the computer do the work. There are 15 degrees left in Aries, 30 degrees in Taurus, 30 degrees in Gemini and 22 degrees in Cancer. Then we begin to add. 15 + 30 + 30 + 22 = 97 which means that the square (90 degrees give or take 7-8 degrees for the orb) has an orb of 7 degrees which still makes it a square. So Venus and Mars are in a square aspect. Orbs exist because rarely do two planet make an exact aspect. Orbs allow a little "elbow room" to work with. Hope this is helpful.
