I have an issue and need help?

i am trying to put a cold air intake on my truck its a 04 dakota with a 3.7 magnum and they did not make a kit for that year and running to the intake box is a vacuum line i was wondering what that does or if i could just throw a breather cap on it or i would have to run it to the intake tubing by drilling a hole
