Bringing "Oversize" Items On A Plane?

I am going to a foreign country where I will be living for quite a while. However, among the items I am bringing an electronic drum set is one of them. It is lightweight and portable, so I can stick all of the items into one travel bag except for a tube that is part of the frame, it is too long (around 4 feet long) to fit in a bag. My idea was to take the tube and bungee cord it to the outside of a travel bag. Can I do this or will this go against regulations? If I can't, is there any other methods I could use?
